They are eligible for a pass - good for all of 2017 - that allows FREE vehicle entry to federal lands and historic sites across the U.S., plus New York State will accept the pass as well. Locally, you can visit Fort Niagara, Niagara Falls, Allegany, Evangola, and Beaver Island State Parks.
